Pengembangan Kapasitas dalam Pelaksanaan Tugas Pokok dan Fungsi Pendukung Proses Pengambilan Keputusan Kepala Daerah di Jawa Barat

Abstract


The problem that is used as the object of research is, what efforts should be made in developing the capacity of the Regional Head Expert Staff in the Province and Regency / City in West  Java so that they can carry out their duties and functions, especially in supporting the quality of decision making because the position is quite heavy, namely making a study. staff who   require high competence, capability and analytical power. The purpose of this study is to identify the "capacity building" efforts needed to improve its performance.The research uses a qualitative approach. The selected research informants were 36 people consisting of 23 Expert Staff for Regional Heads, namely 3 Expert Staff for the Governor of West Java, 20 Expert Staff for Regents/Mayors, and 13 Former Expert Staff for Regional Heads, using a purposive sampling technique. The literature study is sourced from selected national and international books and journals. Primary data collection using in-depth interview techniques, by telephone, and direct observation to the research site. Data analysis used descriptive analysis method and  triangulation validity test. The conclusion of the research is an effort to develop capacity, not only through structured formal training, but the emphasis is on efforts to learn and work independently and build networks in the field with various parties. Capacity building must be systematized and become a work culture and build learning agility.

Permasalahan yang dijadikan objek penelitian yaitu, upaya apa yang harus dilakukan dalam mengembangkan kapasitas para Staf Ahli Kepala Daerah di Provinsi dan Kabupaten/Kota di Jawa Barat agar dapat menjalankan tugas dan fungsinya terutama dalam mendukung kualitas pengambilan keputusan karena jabatan tersebut tugasnya cukup berat yaitu membuat telaahan staf yang memerlukan kompetensi, kapabilitas dan daya analitis yang tinggi. Tujuan penelitian ini yaitu untuk mengidentifikasi upaya-upaya “capacity Building”yang diperlukan untuk meningkatkan kinerjanya. Penelitian menggunakan pendekatan kualitatif. Informan penelitian terpilih sebanyak 36 orang terdiri dari 23 Staf Ahli Kepala Daerah yaitu 3 Staf Ahli Gubernur Jawa Barat, 20 Staf Ahli Bupati/Walikota, dan 13 Mantan Staf Ahli Kepala Daerah, dengan menggunakan purposive sampling technique. Studi kepustakaan bersumber dari buku-buku dan jurnal-jurnal nasional dan internasional terseleksi. Pengumpulan data primer menggunakan teknik wawancara mendalam, melalui telepon, dan observasi langsung ke lokasi penelitian. Analisis data menggunakan metode analisis deskriptif dan uji validitas trianggulasi. Kesimpulan hasil penelitian adalah upaya mengembangkan kapasitas, tidak hanya melalui pelatihan formal terstruktur, namun titik berat pada upaya belajar dan bekerja mandiri serta membangun jejaring kerja di lapangan dengan berbagai pihak. Pengembangan kapasitas harus dibuat tersistem dan menjadi budaya kerja dan membangun kelincahan belajar.
